Law 232/2022: News in Digital Accessibility for Manufacturers and Service Providers

Starting with June 25, 2025, Law 232/2022, which transposes EU Directive 2019/882, has entered into force in Romania. This law imposes new obligations for manufacturers and providers of digital services, ensuring the accessibility of products and services for people with disabilities.

The main requirements of Law 232/2022

Accessible Design and Manufacturing

Products and services must be designed to maximize their use by persons with disabilities.

• Information of operation available on or inside the product.

• Instructions for use in accessible formats (text, audio, braille, etc.) available when the product is placed on the market.

2. Servicii Digitale Accesibile

Websites, mobile applications and electronic services must comply with accessibility standards, being:

• Perceptibile (Information is available via multiple sensory channels).

• Utilizabile Navigation without restrictions.

• Inteligibile (Clear and easy to understand)

• Solide (Compatible with auxiliary devices and installations).

Technical Documentation and Accessible Information

Suppliers shall draw up technical documentation which shall include:

• A general description of the product/service.

• List of harmonised standards and solutions adopted for accessibility.

Law 232/2022 is intended to:

• Websites and Digital Services

• Electronic Communications Services (Excluding machine-to-machine transmissions)

• Terminale de autoservire (bancomate, check-in etc.)

• Electronic Commerce

• Services of transportation

• Information Equipment and Operating Systems

Obligations for economic operators

• Ensuring accessible information (vizual, auditiv, text alternativ).

• Adaptarea website-urilor conform standardelor (de exemplu, EN 301 549).

• Preparation of technical documentation Details about accessibility.

Sanctiuni pentru Nerespectare

Non-compliance with the law can lead to:

• Amenzi Between 5,000 and 15,000.

• Withdrawal of products from the market.

• Suspension of activity of the manufacturer/distributor.
